The Organization’s Legal framework
The Cyprus Agricultural Payments Organization came into being on 27 June 2003 with the enactment of “The Establishment and Operation of the Cyprus Agricultural Payments Organization and other related Matters Law” No. 64(I)/2003. The Organization has been entrusted with the management of all expenditure made available in the agricultural sector in the context of Cyprus’ membership in the EU and the harmonization of the agriculture with the Common Agricultural Policy.
Pursuant to this Law, CAPO is an independent legal entity, which does not refer answerable to any Ministry or Department of the Government. It was set up and operates as an autonomous public institution vested with its own legal framework which gives it substantial flexibility so as to be able to operate quickly and effectively in order to comply with the stringent standards and time schedules set by the Community.
