Publication of Beneficiaries of the European Agricultural Guarantee Fund (ÅAGF) and the European Agricultural Fund for Rural Development (EAFRD)

For the purposes of Chapter IV of Title VII of Regulation (EU) 1306/2013, and of Chapter VI of Regulation (EU) 908/2014 including all subsequent amendments, CAPO has the obligation to make available in its official website information regarding the beneficiaries (natural and legal persons) of the funds financed by the ÅAGF and ÅAFRD, in order to fully comply with the pre-mentioned regulations. The European regulations are binding in their entirety and directly applicable in all Member States. All information is accessible via a search tool allowing the users to search for beneficiaries by either name, or municipality, or amounts received or by measure or by a combination thereof and to extract all the corresponding information as a single set of data. The information will also be available in the Union website under its central internet address.
Scope of the Publication:
Making the information accessible to the public enhances transparency regarding the use of the EAGF and EAFRD funds within the scope of the Common Agricultural Policy (CAP), thus contributing to the visibility and better understanding of the policy. It enables citizens to participate more closely in the decision-making process and guarantees that the administration enjoys greater legitimacy, and is more effective and is more accountable to the citizen.
All of the above information is published by 31 May each year for the preceding financial year and remains available on the website for two (2) years from the date of their initial publication.
Content of the publication:
The amounts published are according with the data available in the accounting system of CAPO as at 15 October of each financial year and correspond and relate to the funding financed by the EAGF and EAFRD, during the preceding financial year from the date of the initial publication. The information published provides the user information for the breakdown of the amounts of payments to each individual measure, as well as the nature, the objective and the description of the measures financed by the Funds.
More specifically the publication shall contain:
(a) the name of the beneficiary (first name and surname or full legal name or full name of the association)
Member States shall not publish the name of a beneficiary in the case where the amount of aid received in one year by a beneficiary is equal to or less than EUR 1 250.
(b) the municipality where the beneficiary is resident or is registered and, where available, the postal code or the part thereof identifying the municipality
(c) the amounts of payment corresponding to each measure financed by the Funds received by each beneficiary in the financial year concerned. As regards the payments corresponding to the measures financed by the EAFRD, the amounts to be published shall correspond to the total public funding, including both the Union and the national contribution.
(d) the nature and the description of the measures financed by either of the Funds and under which the payment referred to in point (c) is awarded.
