Publication of Beneficiaries of the European Agricultural Guarantee Fund (EAGF) and the European Agricultural Fund for Rural Development (EAFRD)
Form of Publication:
For the purposes of Articles 98 and 99 of Regulation (EU) 2021/2116, of Chapter VI of Implementing Regulation (EU) 2022/128 and of Implementing Regulation (EU) 2023/860 including all subsequent amendments, CAPO has the obligation to make available in its official website information regarding the beneficiaries (natural and legal persons) of the funds financed by the EAGF and EAFRD, in order to fully comply with the pre-mentioned regulations. The European regulations are binding in their entirety and directly applicable in all Member States. All information is accessible via a search tool allowing the users to search for beneficiaries by either name, or municipality, or amounts received or by measure or by a combination thereof and to extract all the corresponding information as a single set of data. The information will also be available in the Union website under its central internet address.
Scope of the Publication:
Making the information accessible to the public enhances transparency regarding the use of the EAGF and EAFRD funds within the scope of the Common Agricultural Policy (CAP), thus contributing to the visibility and better understanding of the policy. It enables citizens to participate more closely in the decision-making process and guarantees that the administration enjoys greater legitimacy, and is more effective and is more accountable to the citizen.
Date of Publication:
All of the above information is published by 31 May each year for the preceding financial year and remains available on the website for two (2) years from the date of their initial publication.
Content of the publication:
The amounts published are according with the data available in the accounting system of CAPO as at 15 October of each financial year and correspond and relate to the funding financed by the EAGF and EAFRD, during the preceding financial year from the date of the initial publication. The information published provides the user information for the breakdown of the amounts of payments to each individual measure/intervention, as well as the specific objective of the measures/intervention financed by the Funds. In view of protecting individuals with regard to the processing of their personal data, the names of beneficiaries receiving an amount equal to or less than €1.250 are not published.
Taking into consideration the need for greater transparency regarding distribution of funds for the CAP from the EAGF and EAFRD, including as regards ownership structures linked to CAP beneficiaries, the list of beneficiaries of CAP funds, published ex-post by Member State, should also allow for the identification of groups of undertakings. This would significantly contribute to the monitoring of ownership structures and facilitate the investigation of potential misuse of Union funds, conflicts of interest and corruption.

For publication of the information required by Regulation (EU) 2021/2116 of the European Parliament and of the Council, the Commission Implementing Regulation (EU) 2022/128, and the Commission Implementing Regulation (EU) 2023/860, CAPO ensures its compliance with the provisions of Regulation 2016/679 on the protection of natural persons regarding the processing of personal data and on the free movement of such data and repealing Directive 95/46/EC (General Data Protection Regulation).
